Sec. 13.1. The council may acquire, maintain, operate, improve, enlarge and/or extend,
either within or without the city, drains, sewers and facilities for the collection
and treatment of storm water and/or sanitary sewage. The council may contract with
any other governmental unit or units for sewerage and drainage facilities for the
treatment of sewage.
